Royal Mail Confirms Major UK-Wide Change to Letter Delivery System
Royal Mail will keep first-class letters six days a week as second-class mail shifts to alternating weekdays, with delivery still targeted within three working days.
Royal Mail has ended second-class letter deliveries on Saturdays, shifting to alternating weekday schedules while maintaining a three working-day delivery target.
Ofcom announced Universal Service Obligation reforms in July 2025 after declining letter volumes made maintaining six-day service increasingly costly. The regulator deemed urgent reform essential for the service's survival.
While second-class mail shifts to alternating weekdays, Royal Mail maintains six-day first-class letter delivery Monday through Saturday and continues parcels up to seven days weekly.
Natalie Black, Ofcom's group director for networks and communications, said the changes are "in the best interests of consumers and businesses." Royal Mail is distributing leaflets informing residents of modifications.
Ofcom has launched a review into stamp price affordability and plans to hold a public consultation next year, signaling ongoing regulatory oversight of postal service viability.
