Billy Ray Justice, 41 of Rome, was arrested this week after reports said he acted in a disorderly manner at the Family Dollar on North Broad Street. Police said that Justice began to yell and curse at an employee. Justice is also accused of walking toward the victim while telling her that she “needed to die”.
