Steven Wolfe COLUMBIA, Mo. (KMIZ) A Phelps County man was arrested and charged after he allegedly yanked off the skin from a woman’s neck on Monday. Steven Wolfe, 25, of Rolla, was charged on Wednesday in Phelps County with first-degree assault. He is being held at the Phelps County Jail on a $250,000 bond. A court date has not been scheduled.
