Rochester shifts talks of a 'mega-bubble' away from RCTC, surprising RCTC

ROCHESTER — Rochester city leaders signaled earlier this week that they were shifting focus away from Rochester Community and Technical College and toward the city’s proposed sports and recreation complex for building a “mega-bubble” and other recreational amenities.
