ROBESON COUNTY, N.C. (WBTW) -- Robeson County authorities on Monday announced the arrest of a 55-year-old Rowland man in connection with the stabbing death of a woman in December 1996. Homicide investigators arrested Kenneth Locklear of Rowland at about 5:30 p.m. Friday at his home, Sheriff Burnis Wilkins said at a news conference announcing the arrest.
