WILLIAMSPORT — The retiring police chief of Mount Carmel has been brought into one of the federal lawsuits that allege borough officers used unreasonable force on detainees.Steve Gonzalez, who in March in the U.S. Middle District Court sued the borough and Officer Tyler Herbster, on Monday filed a related complaint against Chief Christopher Buhay, who is retiring Jan. 2 but has already worked his last shift.
