LOWELL — The City Council moved quickly to respond to the tragic news that a UMass Lowell student allegedly jumped to their death from the Howe Bridge earlier this month. During its Tuesday night meeting, the council unanimously approved a letter from City Manager Tom Golden, titled “Urgent Request for Meeting Regarding Bridge Safety in Lowell,” be sent to Massachusetts Department of Transportation Interim Secretary Phil Eng.
