Recall of Fairfax councilmembers failing in early returns

With a large chunk of vote by mail ballots received prior to Election Day counted, the bid to recall two Fairfax council members, Mayor Lisel Blash and Vice Mayor Stephanie Hellman, was failing Tuesday night.
