This Monday, the International Court of Justice in The Hague decided that if Chile has no obligation to negotiate a sovereign exit to the sea with Bolivia. In 1992 a space was presented as the "return" of Bolivia to the sea: a 5-kilometer strip in Peru that the country could use for 99 years. BBC Mundo visited her and this is what we found.
