New measures announced for heavy truck drivers in Quebec
Ontario truck drivers with under 24 months of Class 1 experience must pass Quebec practical exams, and repeat failures trigger mandatory training.
On Thursday, Quebec announced new measures requiring truck drivers from Ontario with less than two years of experience to pass a practical driving exam to exchange their Class 1 heavy vehicle driver's license.
The regulation follows an Ontario auditor general report from May highlighting training shortcomings, while recent fatal trucking accidents in Quebec and a collision in Drummonville prompted urgent safety action.
Drivers who fail the practical exam twice must complete mandatory training to obtain authorization for heavy truck operation, according to the SAAQ. This applies to all drivers with less than 24 months of experience.
The SAAQ established a working group to "develop a coordinated approach to strengthening road safety requirements regarding the operation of vehicles by temporary foreign workers," aiming to propose regulatory changes.
These rules build on measures introduced over the last year following two fatal accidents in Quebec involving heavy trucks during the summer of 2025, intensifying government safety efforts.
