The former president of the Generalitat, Carles Puigdemont, describes Ceuta and Melilla as "two colonies or cities within Morocco", and considers that "from a Moroccan perspective, they are of course a wound," he says in a long interview with the British daily The Times from his residence in Waterloo, Belgium.
The former president has called for a referendum to be held in both cities to "legitimize" the "self-determination" of Spanish cities.
