The encampment at 100 Victoria St. N. in Kitchener was the focus of a special council meeting Tuesday morning. More than a dozen people called for a safe tenting protocol, but the councillors voted in favour to appeal a court decision in May. That ruling said the region was not allowed to remove residents of the encampment. The province said it will also appeal Gibson's ruling.
