State Audit Finds 10 Ohio Colleges Not in Alignment with Science of Reading Requirements
Ten Ohio colleges failed to fully comply with the 2023 phonics-based Science of Reading law and must correct course within one year or risk losing accreditation.
- On Tuesday, Dec. 16, 2025, Ohio Gov. Mike DeWine unveiled a state audit that found 10 of the 48 educator preparation programs were not in alignment with the new reading law.
- A 2023 state law mandating the Science of Reading required educator preparation programs to comply by Jan. 1, 2025, and tasked the Ohio Department of Higher Education with auditing all programs.
- Using 73 audit metrics, auditors examined syllabi, textbooks, slide decks, assignments, visited campuses, observed classes and interviewed educators to score programs as In Alignment, Partial Alignment, or Not in Alignment.
- Institutions now face a one-year deadline from Tuesday, Dec. 16, 2025, to align with the law or the Chancellor of Higher Education will revoke their reading/literacy educator preparation program approval.
- Several prominent universities—including Cleveland State University, The Ohio State University, Ohio University and University of Toledo—met at least 71 of 73 metrics but are updating materials, with ODHE optimistic they will comply next year.
