Norwegian NGO Refuses U.S. Aid Conditions, to Cut 1,700 Jobs
The aid group said the U.S. funding terms would cut $43 million in annual income and force 1,700 job losses.
On Thursday, Norwegian People's Aid announced it will end cooperation with the United States over new funding conditions. The humanitarian demining organization stated it 'cannot accept' requirements banning support for abortion, gender equality, and diversity.
The State Department now requires that funded organizations abstain from promoting abortion, gender equality, or diversity. These restrictions apply to programs funded by the United States and activities supported by other donors, affecting about 40 percent of NPA's demining income.
Annual income will drop by $43 million, forcing the organization to cut 1,700 jobs. NPA secretary general Raymond Johansen stated, 'Equality, dignity and diversity are not threats,' emphasizing values the organization will continue defending.
President Donald Trump's administration froze foreign aid in February 2025, previously triggering 1,700 job cuts. Washington later restored partial funding to support demining operations in seven countries, but this new mandate effectively ends that cooperation.
Aukrust, Norway's minister of international development, told Canadian Affairs that Norway remains committed to aid leadership despite cuts by other Western nations. The country intends to continue humanitarian support despite the current global funding climate.
Norwegian People's Aid has rejected 400 million kroner in aid from the United States, citing that the country is imposing conditions that they do not want to comply with.
