Norway closes in on objective of 100% electric car sales
Electric vehicles accounted for 95.9% of new car registrations in 2025, driven by government incentives and a final-year purchasing rush, the Norwegian Road Federation said.
- Today, the Norwegian Road Federation released 2025 figures showing 179,549 new passenger cars and that electric vehicles made up 95.9% of new registrations.
- With a 2017 non-binding target to end fossil car sales by 2025, Norway reshaped incentives earlier this year, scaling back support for vehicles costing over 300k NOK and prompting late-year buying.
- In early December the composition of Norway's fleet shifted as Tesla accounted for 19.1% of cars sold in 2025, with the Model Y being the year's best-selling model, and Chinese carmakers' share rose to 13.7%, while EVs made up 31.78% of the fleet, OFV director Geir Inge Stokke said.
- Specialised fossil vehicles and a tiny number of petrol cars remain, with 2,306 conventional gasoline hybrids, 1,773 diesels and 487 gasoline vehicles, while OFV director Geir Inge Stokke warned two-thirds still run on fossil fuels.
- The government reduced the VAT exemption to 300,000 kroner on January 1, 2026, which OFV director Geir Inge Stokke said "spurred many people to buy a new electric vehicle before the end of the year," while analysts warn pulled-forward demand could cause a sales hangover.
