- On Dec 21, 2025, the State Transport Authority, Odisha directed oil marketing companies to stop dispensing petrol and diesel to vehicles without a valid Pollution Under Control Certificate statewide, including Bhubaneswar.
- Citing weak on-ground enforcement, the STA linked fuel dispensing to PUCC checks after Amitabh Thakur, STA chairman and transport commissioner, warned many vehicles lack valid emission clearance.
- The STA instructed retail outlet staff to be sensitised on legal requirements and integrated PUCC inspections into the e-detection system at toll gates to strengthen checks.
- The Commerce and Transport department urged vehicle owners to always carry a valid PUCC to avoid fuel denial, and non-compliance at fuel outlets will be addressed through internal control and disciplinary mechanisms.
- The move forms part of a four-front government campaign targeting vehicular pollution, dust, industrial pollution, and waste management, while the Delhi government issued more than 61,000 PUCCs and the Water Resources Department warned of dense fog.
