- Sector-Based Work Academy Programmes provide government-funded training, workplace experience, and guaranteed job interviews for benefit claimants. Placements focus on construction, hospitality, and health and social care sectors.
- Government spending remains skewed, with approximately £25 spent on benefits for every £1 on employment support, the report found. This builds on a £2.5 billion package announced earlier this year targeting 200,000 jobs.
- Milburn noted that lack of work experience is "the single most-cited barrier to work amongst young people." He added the "first rung of the career ladder has thinned," leaving opportunities "simply out of reach" for many.
