A former inmate at the Blair County Prison has filed a federal lawsuit against another inmate, and the prison, claiming prison staff failed to protect him when he was attacked by an Altoona murder suspect in October of 2023.  In the lawsuit, the former inmate says the prison was fully staffed, and was aware of Raymond Oechsle’s “violent” criminal history when Oechsle attacked him, stabbing him multiple times with a makeshift weapon.  The attack …
