KANSAS CITY, Mo. -- The Independence Police Department says that multiple people were arrested June 21 after fights and disturbances caused issues at a carnival at a mall in Independence, Missouri. IPD says that they were called to the scene on a reported disturbance when fights broke out. That led to the mall being closed early and the carnival being shut down.
