Much of £11bn Covid scheme fraud 'beyond recovery', report says
A report reveals £10.9 billion lost to fraud and error in UK Covid support schemes, with only £1.8 billion recovered, highlighting weak controls and rapid spending risks.
- On Tuesday, Covid Counter Fraud Commissioner Tom Hayhoe will tell MPs that fraud and error linked to Covid support programmes cost UK taxpayers 10.9 billion, with much now beyond recovery.
- Rushed designs in early pandemic programmes required accepting a high level of fraud risk and left controls inadequate in furlough wage subsidies, Bounce Back Loan Scheme, and Eat Out to Help Out programme.
- The report found £13.6bn was spent on PPE procurement with 38 billion items bought and 11 billion unused by 2024, with losses of about £10bn from over-ordering and £324m due to fraud.
- So far the report records that £1.8bn has been recovered, but `Much of the shortfall is now beyond recovery` despite a voluntary repayment scheme launched in September until the end of December.
- Tom Hayhoe was asked by Chancellor Rachel Reeves to lead recoveries, and she welcomed the report, pledging the government will respond fully in the new year.
