The bill uses a new rule introduced in 2020 which allows a member's bill to be progressed so long as it has support from a majority of MPs who are not in the executive.

This bill complements Minister Goldsmith’s Crimes Amendment Bill, which amends Section 98 of the Crimes Act to increase penalties for dealing in slaves, and Minister Costello’s review of domestic support for trafficking victims.
