Arizona Bills Target Mobile Home Utility Fees, Abandonment Rules
Eight bills would tighten utility billing, require manager training and expand tenant remedies as mobile-home residents push for stronger protections.
The Arizona Legislature is currently considering several bills targeting mobile home utility fees and abandonment rules this year, addressing longstanding disputes between park management and residents.
SB1805 aims to restrict landlords from passing excessive gas, water, or electricity costs to residents by capping administrative fees at $8, ensuring tenants pay only actual utility provider charges.
HB2199 Would require park managers to complete four hours of education every two years, while HB2852 Creates a pathway for tenants to file civil complaints if utility disputes remain unresolved for thirty days.
HB2850 Clarifies that a mobile home is abandoned if a tenant is absent for at least 30 days without notice or payment, or seven days after a landlord delivers an eviction notice.
Kath Noble, president of The Arizona Association of Manufactured Home Owners, emphasized that securing Republican sponsors is essential; bills lacking such support often fail in committee.
