BCA Identifies Deputy, Suspect Involved in Fatal Bagley Incident
Deputy Noah Hallman shot Dennis Hoie after Hoie fired a flare gun at officers during a pursuit for felony warrants, resulting in Hoie's death at the scene, BCA reported.
- On Nov. 13, Clearwater County Deputy Noah Hallman fired his department-issued firearm, fatally striking 75-year-old Dennis Hoie after attempting to arrest him in Bagley.
- After deputies recognized Dennis Hoie at a gas station on Central Street West, he resisted arrest on outstanding felony warrants and fled onto U.S. Highway 2 and McDougal Avenue NW, where a Bagley police officer used a PIT maneuver.
- Deputy Hallman broke the passenger-side window as Hoie fired a flare gun toward driver-side deputies, injuring one deputy with a graze wound; the BCA recovered one orange-colored flare gun.
- Medical aid was rendered to Dennis Hoie but he was pronounced dead at the scene, and Deputy Noah Hallman with three years of law enforcement experience was placed on critical incident leave by the Clearwater County Sheriff’s Office last week.
- The Clearwater County Sheriff’s Office requested a Bureau of Criminal Apprehension investigation, and the BCA will present findings without recommendation to the Clearwater County Attorney’s Office; Noah Hallman’s body camera was recording and is part of the BCA probe.
