Ministry of Mines to Launch Auction of Offshore Mineral Blocks in Andaman Sea
The Ministry of Mines will launch an auction of two offshore mineral blocks in the Andaman Sea on Thursday, aiming to unlock India's offshore mineral potential and strengthen long-term resource security.
This auction follows 2023 amendments to the OAMDR Act, which empowered the Ministry to auction offshore mineral blocks and enable transparent, competitive resource allocation under the 2024 Rules.
Offshore resources contain cobalt, nickel, manganese, copper, and rare earth elements vital for electric mobility, renewable energy systems, and advanced electronics .
The grant of a Composite Licence for these two blocks is expected to encourage private sector participation and promote adoption of advanced technologies for offshore mineral exploration and development.
India previously announced its first offshore mineral auction in November 2024, offering 13 blocks, but the Government cancelled that sale in December 2025 after repeated deadline extensions failed to attract sufficient interest.
