Michigan loaned $35M to mobility center. Debt could cripple it, boosters say
State officials say annual payments on the debt could erase a $1.59 million surplus and threaten operations at the self-driving test site.
Michigan is demanding repayment of a $35 million loan from the American Center for Mobility, a 340-acre test facility in Ypsilanti Township that supporters say is critical to autonomous vehicle development.
The Michigan Strategic Fund seeks to recover the $35 million invested since 2016 for land and operations, a move arising amid a broader legislative pullback in subsidy funding.
With 229 days of test track bookings in 2025 and revenue rebounding to about $2.5 million that year, the nonprofit warns that requested annual payments could jeopardize its operations.
Negotiations regarding the debt are ongoing with the Michigan Economic Development Corp., while state Sen. Jeff Irwin, D-Ann Arbor, has urged the state to forgive the loan or delay repayment.
These tensions emerge as Michigan fights a "fierce battle" to remain relevant in autonomous vehicle development, facing competition from Ford Motor's expanding Long Beach, California facility.
