Massachusetts House and Senate Move Toward Housing Goals
The bills would legalize duplexes statewide, speed local reviews and expand incentives for converting underused properties into housing.
Massachusetts lawmakers are negotiating a final economic-development package that includes housing measures as the state faces a shortage of homes and aims to add 222,000 units by 2035.
The House version includes a “Yes in God’s Backyard” provision that would allow religious organizations to build multifamily housing on some of their existing land without local approval, while requiring a portion of units to be income-restricted.
The Senate version includes a proposal to allow duplexes by right in residentially zoned areas statewide, creating a key difference that negotiators must resolve in the final legislation.
Housing advocates and lawmakers argue that increasing supply is also important to the state’s economy because high housing costs can contribute to population losses and make it harder for employers to recruit and retain workers.
