ROCHESTER — Rochester police say the fire that displaced 20 residents at Falcon Landing Apartments earlier this month was set intentionally. According to a release from the Rochester Police Department, Richard Dalton, 46, of Rochester, initially told investigators that the fire started on Jan. 6 when he fell asleep with a cigarette.
