MEMPHIS, Tenn. --- A Marion, Arkansas, man has been charged with sex crimes against children who were younger than 10 years old. Crittenden County Sheriff Mike Allen says 63-year-old Kenneth Phillips has been arrested on three counts of sexual assault of a minor in the second degree, as well as aggravated assault on a minor.
