Mona Kerby, who teaches in Graduate and Professional Studies at McDaniel College, has written a new children’s book, “Mail on Wheels,” based on a true story about the first rural free delivery in Carroll County in partnership with Union Mills Homestead and the Historical Society of Carroll County.
