South Korea’s Hot New Sensation Is 3S+1F – a Quadrillion-Won AI Plan, Not a Band

Samsung Electronics and SK hynix will build four fabrication plants as South Korea seeks to expand memory-chip output and AI infrastructure.

  • South Korea announced a nearly $1.2 trillion investment plan to build a semiconductor fabrication hub and AI data centers, aiming to solidify its status as a global technology leader while developing historically neglected regions.
  • Samsung Electronics and SK Hynix will invest around $520 billion to build four fabrication plants in the Honam region, with Industry Minister Kim Jung-kwan describing the project as part of the '3S+1F' strategy to 'Speedily' expand capacity.
  • To support these facilities, President Lee wrote on X that "assessments indicate it is possible to supply one million tons of industrial water per day," while the nation plans to complete 18.4 gigawatts of AI data center capacity by 2035.
  • Experts caution that building an ecosystem outside Seoul requires significant time, with Lee Jong-hwan of Sangmyung University noting "establishing production lines from scratch could take more than five years" without sufficient incentives for companies to relocate.
  • The initiative also aims to grow the domestic robotics industry to rival China, as President Lee positions the investment as social policy to distribute wealth and secure technological independence from Seoul-concentrated manufacturing.
