The deal adds over 4,300 water connections and six wastewater connections, with Kentucky American Water planning more than $20.9 million in upgrades.
On Oct 9, 2026, Kentucky American Water completed the acquisition of the Black Mountain Utility District water and wastewater service in Harlan County for $1.4 million, adding over 4,300 water connections.
The Kentucky Public Service Commission approved the water acquisition on July 10, 2026, and wastewater on September 21, 2026, after customers experienced years of service problems with the district.
Kentucky American Water committed to investing more than $20.9 million in infrastructure improvements over five years, including meter replacement and security enhancements, while welcoming 10 employees to its operations.
New customers will receive transition information in the coming weeks, gaining access to the MyWater online portal and the H2O Help program for those needing assistance paying bills.
Harlan County Judge Executive Dan Mosley said the investment will have a "positive long-term impact on customers," noting the district had experienced "far too many issues in recent years.
