Kenora, Ont., fined for removing election signs during 2025 federal race
The city removed 102 campaign signs without notice, and the commissioner said the action violated the Canada Elections Act.
The Commissioner of Canada Elections fined the City of Kenora $1,000 after bylaw officers improperly removed 102 election signs during the 2025 federal race without providing notice to campaigns.
Officials confirmed that Kenora removed signs without required notice, determining neither reasonable notice nor public safety hazards justified the actions under election law.
Removal violated the Canada Elections Act, which prohibits interfering with election advertising and negatively impacted candidates' Charter-protected right to run for office, with a complaint filed on April 24, 2025.
To avoid future violations, the City of Kenora updated guidance for bylaw staff and amended municipal bylaws following the Commissioner's findings.
Reports describe a "new norm" of signs missing and vandalized across Manitoba, highlighting how compliance with the Canada Elections Act remains a focal point for municipalities.
