Karel Kramář was seen as an expert on financial and economic policy in the last decade before World War I and was on his way to becoming a leading Czech politician. He was even to become a minister in the Vienna government. During the war, Masaryk repeatedly lured him into exile, but Kramář always refused and built a resistance organization called the Mafia.
