JERA teams up with Dell, RHAELM on AI infrastructure development in Japan

The partners aim to begin phased operations in 2028 and reach full 400 MW capacity in 2029, JERA said.

  • On Thursday, Japan's JERA, Dell Technologies Inc., and UK-based developer RHAELM signed a memorandum of understanding to build a 400 MW, $15 billion hyperscale AI data center in Chiba, Japan.
  • To accelerate development, the partners plan to draw electricity directly from JERA's existing Chiba Thermal Power Station, bypassing traditional grid connection delays that can take years to resolve.
  • Apollo Global Management Inc. will serve as a financing partner, with the companies targeting a 2028 start and full capacity by 2029.
  • The partners aim to create a standardized framework for national AI infrastructure; Financial Times reports the broader plan could involve roughly $140 billion in investment and 3 to 4 gigawatts of capacity.
  • Japan's digital minister warned the country could become an "AI colony" if it falls behind, positioning this partnership as critical to securing domestic computing infrastructure.
