Japan Approves Emergency Contraceptive Pill for over-the-Counter Sales
Norlevo can now be sold without prescription or age restrictions, improving access after public support and concerns over prescription barriers for younger women and victims.
- On Monday, October 20, Japan's health ministry and ASKA Pharmaceutical said Norlevo obtained regulatory approval for over-the-counter sale, the first emergency contraceptive pill approved without a prescription in Japan.
- Discussions that began in 2017 culminated when a health ministry panel in August this year approved OTC sales after a small pilot at 145 pharmacies, under 0.2% of outlets.
- Norlevo is most effective within 72 hours with 80% efficacy, and during the 2023 trial pricing ranged from 7,000 to 9,000 yen .
- The drug is expected to reach shelves as early as this fiscal year, with no age limit or parental consent required, and ASKA Pharmaceutical said it would `empower Japanese women in the area of reproductive health`.
- The idea of OTC sale traces back to 2017 health ministry discussion, with public consultation showing overwhelming support, though officials and rights groups debated potential misuse and restrictions.
