LOIS HENRY: Iranian-Linked Hacking Group Did Not Breach CalWater Billing System, Company Says
Cal Water said preliminary findings show no operational disruptions while investigators examine claims that hackers accessed billing records and internal dashboards.
California Water Service is investigating claims by the Iranian-linked hacker group Handala that it breached utility systems in Bakersfield, Visalia, and Chico last Thursday, though the utility reported no operational disruptions.
Handala framed the intrusion as retaliation for U.S. air strikes that allegedly damaged two water storage facilities near the Strait of Hormuz on Wednesday.
Billing records and a GPS utility were the primary breach targets, according to cybersecurity business owner John Horst, who warned that access to personal billing information could increase identity theft risks.
Spokesperson Yvonne Kingman confirmed on Monday that Cal Water is investigating alongside federal partners, maintaining that billing platforms and production systems remain secure.
Calling the incident a "wake-up call," Representative Vince Fong emphasized that adversaries are actively targeting critical infrastructure amid a heightened threat environment.
