Iowa man faces charges of sexually assaulting a child

On April 10, the Dodge County Sheriff’s Office was contacted about a report of sexual assault of a child. After an investigation by Dodge County Investigators, an adult male was arrested in connection with the incident. The suspect, Paul D. Bissen, 32, of Manning, Iowa, was arrested May 20 on an active warrant for first degree sexual assault of a child, incest (under 18 years of age) and child Abuse.
