ICE extends no-bid contract for major detention center in Texas, rejecting calls for closure
The extension could bring Amentum more than $1.2 billion as ICE says moving detainees or changing contractors would disrupt operations.
- U.S. Immigration and Customs Enforcement plans to extend the no-bid contract for Amentum Services at Camp East Montana in El Paso, Texas, through Sept. 30, 2027, at a potential additional cost of $776 million to taxpayers.
- Amentum Services Inc. replaced Acquisition Logistics LLC in March following poor performance, and total potential payments to the firm could exceed $1.2 billion if the contract runs through September 2027.
- Reports from the American Civil Liberties Union and Human Rights Watch released earlier this month alleged staff routinely beat detainees, denied them medical care, and provided inedible meals at the facility.
- The agency argued relocating detainees is "impracticable" due to limited bed space elsewhere, while citing Amentum's "proprietary infrastructure" as a barrier that would create duplicative costs if the contractor changed.
- More than 2,000 detainees have been housed daily at Fort Bliss since October 1, though Democratic members of Congress continue demanding the facility close over reported abuse allegations.
