HMRC faced £59.2bn shortfall from unpaid taxes in 2024-25, figures show
HMRC said small businesses accounted for 62% of the £59.2 billion tax gap as unpaid corporation tax rose to 18.1%.
On Tuesday, June 23, 2026, HMRC released data showing the tax gap in Britain rose to £59.2 billion for 2024-25, with small businesses accounting for 62% of that unpaid total.
Analysis of the HMRC data indicates failure to take reasonable care accounted for 35% of the tax gap, while errors made up a further 16% of the shortfall.
Addressing the confusion, Andrew Bartlett, chief executive of Advice Direct Scotland, noted these figures remind owners how easily they can "fall foul of the tax system" when overwhelmed by requirements.
Caitlin Boswell, Deputy Director at Tax Justice, stated it is a "massive worry" that tax dodging by the wealthiest 2% increased over the past year, despite the Chancellor's promise to crack down.
To support public finances, the government aims to raise nearly £9 billion extra annually within three years by simplifying the complex tax system and shrinking the tax gap.
