PHILADELPHIA (WPHL) -- A man wanted for a deadly 2022 hit-and-run is now in custody. On Tuesday, U.S. Marshals arrested Jovan Lowe, 21. He was wanted after a 78-year-old woman, Julia Abraham, was hit and killed by a stolen vehicle.
