Cedartown Man Charged with Exposing Himself, Dry Humping Woman

Kevin Lamar Welchel, 45 of Cedartown, has been arrested after reports said he repeatedly sexually assaulted a woman at the Polk County Animal Control. Police said that the victim said that Welchel grabbed her hips, pulled her into him, then proceed to dry hump her thru her clothing. The next day, Welchel is accused of rubbing against her buttocks and then exposing his penis to her. Source
