Police Identify Man Killed in Maryland Crash Involving Stolen Vehicle Driven by 13-Year-Old
Officials called the fiery two-car crash a mass casualty incident after one adult died and several people were hospitalized with traumatic injuries.
On Tuesday, August 4, 2026, a fatal two-vehicle collision killed 58-year-old mechanical engineer William Vance Payne II at the intersection of Clopper Road and Great Seneca Highway in Germantown, Maryland, around 5:30 a.m.
A stolen 2015 Kia Optima struck Payne's Toyota Matrix after entering the intersection, carrying seven juveniles aged 12 to 15, none of whom held a driver's license.
Montgomery County Fire and Rescue Service spokesperson Pete Piringer described the crash as a "mass casualty incident," with roughly 40 to 50 personnel working to extricate trapped occupants from the mangled vehicles.
The 13-year-old driver remains in critical but stable condition, while the other six juveniles suffered "varying injuries" and were transported to area trauma centers.
Charges against the juveniles remain at the discretion of the Montgomery County State's Attorney's Office, while the National Institute of Standards and Technology honored Payne for 29 years of service as a mechanical engineer.
