- The criticism followed delays in federal aid, Richardson's absence from Texas for over a week, and late authorization of search and rescue teams after the floods.
- Richardson admitted being on vacation July 4 while coordinating from his vehicle by phone, but did not visit the National Response Coordination Center during the critical first 48 hours.
- Representative Greg Stanton stated, "You were not" leading as required by law and said Richardson seemed uninterested in learning from the disaster response failures.
