Ombud Calls for ‘Overhaul’ of Federal Procurement System
OTTAWA, CANADA, JUL 8 – Procurement Ombudsman Alexander Jeglic recommends a Vendor Performance Management system to improve accountability and address poor contractor performance in federal procurement.
Procurement Ombudsman Alexander Jeglic released a report Tuesday calling for an overhaul of Canada's federal procurement system.
Jeglic said the system's complexity and siloed responsibilities prevent clear accountability and hamper some Canadian contractors from bidding.
The report recommends creating a Chief Procurement Officer to centralize oversight, a vendor performance management system, unified procurement rules, and ethical AI use.
Jeglic emphasized that the core problem lies in the complexity of the system, which is failing to serve all participants effectively, and highlighted the billions spent annually.
The recommendations suggest that centralizing defence procurement and improving transparency could modernize contracting and provide better value for taxpayers.
