- Gov. Katie Hobbs said implementing the Lower Basin Proposal would protect Arizona from massive water cuts and distribute reductions more fairly across the Lower Basin States than the federal FEIS.
- Rep. Andy Biggs said he was disappointed with the report, stating, "I was disappointed in this because the upper basin states are not making any cuts." He added they are not increasing conservation either.
