EU Countries Back Recycled Plastic Targets for New Vehicles
EUROPEAN UNION, JUN 17 – EU ministers approved phased targets to mandate up to 25% recycled plastic in new vehicles within 10 years, aiming to cut waste and boost automotive circularity, the Council said.
- Environmental ministers from the EU's 27 nations approved a proposal on June 17, 2025, in Luxembourg to require at least 25% recycled plastic in new vehicles, including trucks and motorbikes.
- The approval follows calls to revise and merge outdated directives into a circularity regulation that aims to improve vehicle design, reuse, and recycling, though entry into force was delayed.
- Manufacturers must ensure recycled plastic content reaches 15% within six years, 20% after eight years, and 25% after a decade, with at least 25% sourced from scrap vehicles and future targets for metals planned.
- Polish Environment Minister Paulina Hennig-Kloska called the regulation a “game-changer for Europe” that cuts waste, reduces reliance on imported raw materials, and moves the car industry toward circularity.
- The regulation still faces criticism for weakening original proposals, focusing on recycling over durability or reuse, and requires further negotiation with the European Parliament before becoming law.
