EU Approves New Driving Licence Rules

  • On Tuesday, the European Parliament gave final approval to new driving licence rules ensuring disqualifications are recognised across the 27 member states and enforced by the licence-issuing country.
  • Almost 20,000 road deaths last year highlighted the need for tougher driving rules as part of a package the European Parliament said supports the Vision Zero plan to eliminate road deaths by 2050.
  • EU countries will be required to offer a digital driving licence by 2030, with 15-year validity for cars and motorbikes and a two-year probation period for new drivers with stricter sanctions.
  • After publication in the Official Journal in the coming weeks, EU countries will have three years to pass these measures into national law and one more year to prepare, so drivers won’t see immediate changes.
  • With about 40 per cent of cross-border offences unpunished, national authorities must notify the licence-issuing country when disqualifications last three months or more, including for drink or drug driving or excessive speed.
