FARGO — Nearly three weeks after a 61-year-old man on a bicycle was struck and killed in downtown Fargo, the driver of the SUV accused in the fatal hit-and-run has been charged with felony duty in an accident involving death, following a North Dakota Highway Patrol investigation.
