WESTMINSTER — Vermont State Police troopers responded to a motor vehicle crash on Interstate 91 North near Exit 5 at approximately 8:26 p.m. July 29. The investigation resulted in the arrest of Richard J. Kapler, 67, of Provincetown, Massachusetts, for driving under the influence.
