In early June, Gov. JB Pritzker unveiled a new instrument of governance: He modified the state sales tax by press release. The governor’s unilateral suspension of a statutory exemption, exposing future data centers (but no other industries) to sales tax on their equipment purchases, is both economically and legally dubious.
